Paul Johnson - Prison Officer
HMP GRENDON
Several prisoners have provided moving testimony to the very special contribution which Paul Johnson has made during 14 years as a group facilitator on the therapeutic wings at Grendon. His approachable manner breaks down barriers and encourages prisoners labelled as difficult to confront their problems and to form constructive relationships with staff and prisoners. Colleagues and prisoners comment on his positive approach, his drive and patience, genuine concern for the wellbeing of others and his skilled management of prisoners avoiding the use of disciplinary measures.

Tony Plane - Senior Officer
HMP MANCHESTER
Escorting Category A prisoners securely requires close co-operation between prison and outside agencies. Tony Plane addressed the gaps in the system by re-establishing links with crown court managers, judiciary, CPS, police and firearms units. Information packs and personal contact raised awareness of potential dangers to public, police and state security. Tony's initiatives have led to improved management of trials and reduced stress on staff and prisoners. A high level of security has been achieved alongside decent and fair treatment of prisoners. Other high security prisons are now benefiting from Tony's dedicated work.

Danny Clark - Head of Psychology
NATIONAL PROBATION DIRECTORATE
Danny Clark's distinguished work has made a real difference nationally and internationally to the management of offenders. The Offender Assessment System (OASys) provides a national profile of offenders' needs, improving targeting of interventions in custody and the community. Danny researched, piloted and implemented OASys which provides a step change in the consistency and quality of offender assessment. A world expert on offending behaviour programmes, Danny also designed the Enhanced Thinking Skills programmes widely used by prisons and probation throughout Europe.

Kate Quigley - Senior Officer
HMP BRIXTON
Kate Quigley is an outstanding Officer whose unassuming manner belies her great capacity for initiating a range of innovative projects which address offending behaviour, provide education and employment opportunities and instil confidence and social skills in prisoners. Drama, film, comedy, radio and music have all engaged prisoners, generating 6,700 hours of purposeful activity for 800 participants. Kate has formed partnerships with many local agencies and her leadership and motivational skills have made a vital contribution to the positive resettlement strategy at Brixton.

David Pemberton - Violence Reduction Co-ordinator

HMP WORMWOOD SCRUBS
Wide consultation and the respect of staff and prisoners are key to David Pemberton's successful violence reduction strategy. Focus groups of over 100 prisoners and 300 staff identified areas which felt unsafe and vulnerable to intimidation by prisoners. The threatening atmosphere of free flow has been transformed with 53 alarm bells reducing to 17 over the same period. David has introduced innovative anti-bullying measures, providing a support officer for the bully and a social development course to challenge violent behaviour and support victims. He has trained staff across the prison, increasing their confidence to engage with challenging prisoners.

Doris Williamson - Clinical Manager
HMP BARLINNIE
Doris has successfully overcome traditional attitudes at Barlinnie to deliver a range of mental health and addiction services. A Stress Service provides support in prison and a link to community services on release. Up to 20 ex-offenders act as life coaches who support vulnerable people leaving prison with no statutory supervision. Theatre Nemo stages workshops for prisoners with mental health needs which their families can attend. Doris has established successful partnerships with the NHS and many voluntary agencies to provide an exceptional quality of care for very vulnerable prisoners.

Reintegration of Offenders (Bradford Rioters) Project

WEST YORKSHIRE PROBATION AREA / UMMID PROJECT
The extraordinary achievements of this team are set against the serious riots in Bradford in 2001. Staff from probation and Ummid, an Asian voluntary organisation, worked in partnership to prevent further offending by the rioters, secure employment for them and build bridges amongst families and communities. Painstaking, dedicated work with individual rioters, their families, employers and local communities has resulted in staggering outcomes and long-lasting benefits: a re-offending rate of just 8%, 93% taking at least one training course in prison, 70% employment/education rate on release and reduced race tensions in the district.

HMP BRIXTON
The catering team at Brixton has achieved high satisfaction levels from prisoners for their varied, multi-cultural menus. 1,800 prisoner meals a day accommodate diverse faiths, nationalities and medical needs. 28 prisoners work in the kitchen, achieving NVQs to facilitate employment on release. They contribute to the catering for prestigious external events including the Metropolitan Police Lambeth Summer Projects for 800 young people and a celebration at Southwark Cathedral for 400 bishops. This dedicated team works in an outdated kitchen earmarked for renovation eight years ago.

HMP BLUNDESTON
This small team has rapidly succeeded in reaching a recycling rate of 55%. They have introduced novel ways of recycling waste from the industrial workshops whilst 19 prisoners employed in the gardens and waste party contribute to the management of the waste. The team has built up excellent relationships with local schools and charities. Primary school children learn how they can help the environment and disabled people do craft work using offcuts of timber. The most imaginative recycling initiative is a horse sanctuary which receives sawdust from the greening team in return for manure for the prison gardens.

NORTHERN IRELAND PRISON SERVICE
Prior to 1999, catering in Northern Ireland establishments focussed on cheaply produced meals, with menial kitchen tasks for prisoners providing no opportunity for training. After winning a Service Level Agreement, the department introduced a pre-selected, multi-choice menu and registered to train staff as assessors and verifiers up to NVQ level 3 in kitchen portering and food preparation and certificates in food safety and hygiene. This dedicated team now works with hospital trusts, a supermarket chain and several employers who take trained prisoners on release, an achievement unthinkable just a few years ago.

HMP WORMWOOD SCRUBS
This partnership of officers, healthcare staff, drug workers and Central and Northwest London Mental Health NHS Trust delivers a superb quality of care to substance-misusing prisoners, significantly contributing to their welfare, safety and confidence. The Unit offers detoxification or maintenance treatment, educates prisoners and links them with support services. This excellent team obtained funding to set up a detox gym which helps to reduce anxiety and improve physical health. More than 2,500 prisoners have undertaken the programme in the last two years with remarkably no overdoses and a very low incidence of self harm.

Peter Knight - Food Technology Teacher
HMP/YOI ASHFIELD
Peter Knight has worked tirelessly to design and deliver food technology training to the young men at Ashfield. Over 200 accreditations were achieved in 2005 leading to NVQs in catering and hospitality. Peter ensures that basic skills are incorporated into the cookery lessons. He has an extraordinary rapport with some of the most disengaged boys at Ashfield. Unable to function on the residential wings, they all have very limited social skills. Peter's compassion and encouragement has enabled some very disturbed young men to take the major step of preparing and eating a meal together.

Inside Out Trust Restorative Justice Award

Kirsten Wilson - Restorative Practices Co-ordinator
HMP & YOI CORNTON VALE
Kirsten Wilson has successfully introduced restorative practices into Cornton Vale and subsequently Polmont. Combined with practical measures to reduce bullying, Kirsten has arranged case conferences for prisoners in segregation and used restorative practices to divert bullying and encourage prisoners' relationship skills. Partnership working with other agencies has facilitated family group conferencing and offered a process of reparation, healing and recovery. Staff training has led to a positive approach to restorative practices which are now an integral part of offender management at Cornton Vale.

Keith Bromley Award for Education and Skills Training

Beth Fox - Development Manager
DORSET PROBATION AREA
Beth Fox's dedication and hard work are clearly demonstrated by the astonishing rise in basic skills training from 103 offenders two years ago to 415 this year. To encourage offenders into learning in a safe, discreet environment, Beth secured funding to set up the Cygnet Training Company with video links to rural locations. A learning café on site offers catering qualifications for offenders. These are just two of many imaginative initiatives which, combined with Beth's energy and exceptional commitment, enable many offenders to develop untapped skills and progress through training into employment.
Anita Archer - Education Manager
HMP RISLEY
Anita Archer has transformed the Education Department at Risley, attracting two thirds of the population to engage in educational activity, restoring the morale and motivation of staff and surpassing all performance targets. Education outreach on the wings and in the workshops encourages prisoners to seek help with basic skills or to complete CVs and job applications with the support of staff. The wide-ranging curriculum has made a real difference to prisoners, offering them the opportunity of qualifications at all levels, including the recent achievement of degrees through the Open University.

DYFED-POWYS PROBATION AREA
This professional group of probation, healthcare, local authorities and voluntary agencies provides a range of creative services across half the land mass of Wales, predominantly to long-term drug users convicted of drug-related offences. An individually tailored treatment plan delivers at least 20 hours' activity and contact per week. A massive logistical exercise across urban and rural areas with teams of volunteer drivers ensures equal access for all offenders. 70-80 at a time can move from a chaotic lifestyle to employment, training and accommodation thanks to this effective partnership.

The resettlement unit at Kirkham offers a structured transition from custody to employment on release, first through supervised unpaid work in the community and then through a phased progression into paid employment. Housing advice allows prisoners an excellent opportunity to make a fresh start. An impressive range of companies, statutory authorities and colleges, charities and the Prince's Trust provide training. This excellent multi-agency team successfully balances the management of risk with the resettlement needs of up to 80 life-sentence and long-term offenders at a time.

Since 1991 the multi-disciplinary offending behaviour programmes team has developed a centre of excellence delivering a range of programmes for sex offenders at all levels of risk and intellectual ability at Whatton. Consistent integrity and professionalism is needed for this demanding and stressful work which is maintained, in some cases, for a number of years. The team operates seamlessly, recognising the importance of mutual counselling and support and effective relationships with prisoners. They carry out extraordinarily dedicated work to protect the public and to help prisoners address their offences.

HMP ASKHAM GRANGE
The Family Centre is a trail-blazing initiative in a custodial setting. An OFSTED registered nursery for children up to three years has rapidly achieved beacon status. Staff are highly skilled and use effective key worker systems to provide exceptional support to mother and child. A calm, caring environment enables the young children to progress. Mothers can access training and work opportunities whilst developing real confidence in their own parenting skills. The nursery now offers places to outside users, successfully breaking down stereotypical views of women in prison.

Toni Cash - Information, Advice and Guidance Manager
HMP THE VERNE
In just 18 months, Toni Cash set up an Information, Advice and Guidance Centre at The Verne which has achieved coveted national accreditation. Toni provides a 30-minute interview for every prisoner on induction, followed by regular support and drop-in opportunities. Partnerships with housing, employment and voluntary agencies deliver a wide range of information and services. Video conferencing enables prisoners to be interviewed by potential employers and colleges. Toni is an exceptional person whose energy and dedication have earned her the respect of fellow staff and prisoners.
Derrick Edwards - Catering Manager
HMYOI HUNTERCOMBE
Concerned about the quality of the diet of the 360 boys at Huntercombe, Derrick introduced a more nutritious menu to encourage a healthier lifestyle and to meet diverse cultural and religious needs. He introduced fresh foods, calorie-counted recipes and fat-controlled menus presented in the form of a colour-coded menu using a traffic-light system. The vast majority of the population has greatly appreciated the healthier menu plan. The trainees who work in the kitchen are engaged in using fresh rather than processed food and helping to reduce childhood obesity.
John Hewitt - Prison Officer
HMP CANTERBURY
Whilst working on the resettlement wing, John Hewitt spotted a gap in service provision relating to prisoners' access to bank and building society accounts. In his own time, John compiled prisoner questionnaires and information packs, including letters of introduction to banks. He visited many local branches resulting to date in links with 15 banks, building societies and Post Office. He provides advice to prisoners, particularly those with poor literacy skills. John's initiative and perseverance have ensured that one of the many hurdles facing prisoners on return to society has been overcome.

HMP KILMARNOCK
The Family Support Programme at Kilmarnock is a partnership between the prison and the Lighthouse Foundation, a local charity, which supports families of prisoners with drug or alcohol dependency. The prisoner receives information on the service at the outset and weekly family support groups are run in the visits hall. These have proved so successful that funding has now been achieved to train families in basic drug education, overdose prevention and resuscitation techniques. This valuable support mechanism helps the prisoner and his family to interact effectively again.

NORTH WEST AREA OFFICE
IMPACT is a multi-agency partnership trialling new ways of working in prisons and the community to facilitate opportunities for social inclusion on release and reduce re-offending. A single case record and portfolio documents each offender's progress. 50 employers' charters have been set up. A validated 'thinking skills into work' programme has been trialled and adopted by four European partner countries. Peer mentoring and supported employment on release is being piloted for offenders with severe mental health needs. These and other exciting initiatives testify to the high quality of the team's work.

HMP NOTTINGHAM
After eight deaths in custody and a high level of self harm, this dedicated multi-disciplinary team shared a vision to make Nottingham a safer prison. The environment has been improved, purposeful activity and access to work and education increased. Reception, first night centre and induction are properly integrated and more welcoming to new prisoners. Prisoner support groups, the introduction of Insiders, improved mental health screening and the involvement of families in care plans have all contributed to an impressive 60% reduction in self harm and a significant decrease in bullying and assaults.

SCOTTISH PRISON SERVICE HEADQUARTERS
John Porter has given an inspirational lead to healthcare professionals in the SPS. He is responsible for a number of excellent initiatives aimed at creating a skilled and motivated work force delivering high quality healthcare. In consultation with the NHS, he has created a Nurse Training and Learning Strategy and a Nursing Competency Framework to ensure that staff are equipped for their role. By focusing on the recruitment, retention and career progression of staff working in a challenging environment, John has ensured the delivery of high quality healthcare to prisoner patients throughout Scotland.
Violence Prevention Programme Team

HMP SHOTTS
This high intensity programme targets offenders who pose the most significant risk to public safety. A clear gap in service provision was met by an intensive programme of planning, liaison with the Canadian Service, staff training and rigorous selection and assessment of potential participants. 94 sessions are delivered five days a week over 19 weeks by the same facilitators to ten prisoners. Evaluation of three successful programmes has demonstrated a reduction in violence. The challenges for these exceptional staff are significant and their success has led to other establishments taking up the programme.
Stephen Wakeman - Senior Officer Resettlement
HMP BIRMINGHAM
With a population of 1,400, Birmingham offers many resettlement challenges which Stephen Wakeman has embraced with enthusiasm, earning him the respect and loyalty of fellow staff. He has introduced many practical initiatives to assist prisoners during their sentence and on release: a housing forum brings all local agencies together to secure accommodation for prisoners; employment fairs involve potential employers and training providers; a best practice on-line resettlement website disseminates information; and a discharge day targets prisoners who have not participated in any other resettlement initiatives.
Anthony Watts - Bakery Manager
HMP LINDHOLME
Anthony Watts' special blend of enthusiasm and expertise has inspired the creation of a professional bakery at Lindholme offering an authentic working environment for prisoners and providing a range of fresh bread and confectionery products. Local agencies support the training of 20 prisoners at a time working towards NVQs in bakery and food and drink manufacturing, whilst at the same time developing literacy and numeracy, knowledge of health, safety and hygiene and teambuilding skills. Tony has built up a network of potential employers and has recently won a local award for promoting social inclusion.

SCOTTISH PRISON SERVICE HEADQUARTERS
This small team developed, built and implemented a replacement prisoner records system for the SPS. A sophisticated management tool containing comprehensive information about every prisoner, it is used by 4,000 employees across the Service. 43 workshops contributed to the specification before 7.3 million records were transferred over 48 hours with no disruption to the Service. The new system was delivered to a tight timescale of 13 months. 2,500 staff were trained before it was activated. This enthusiastic, committed team has produced an invaluable aid to offender management.
Carolyn Woodcock - Co-ordinating Chaplain
HMP LANCASTER CASTLE
Carolyn has made an inspirational contribution to the welfare of prisoners and their families at the Castle. She has established links with many faith groups in the community and organises regular diversity events for prisoners and staff. She gives spiritual and practical support to recovering drug addicts in prison and works in partnership with housing, employment and voluntary agencies to offer through-the-gate services to released prisoners. Carolyn works outside the prison too, operating drop-in and appointment systems for ex-offenders and their families in Lancaster.
