| Dee Douglas successfully resolved the perennial problem of staff shortages across the London estate, whilst achieving a much greater diversity of staff recruited. Her local recuitment campaigns resulted in London prisons operating at near full staffing levels for the first time in a generation. A more effective gender balance was achieved and a substantial number of people from black and minority ethnic local communities recruited. Dee is an exceptional manager who takes time to support and prepare staff for promotion leading to a high level of staff retention and a far more diverse work force. |

| Georgina May is an exceptional officer whose anti-bullying strategy has helped to transform Ashfield from an 'unsafe' establishment to one where trainees feel that they can report bullying incidents safely and anonymously. Imaginative interventions include a specially designed workbook, a free phone number accessible at all times to trainees and their families and monthly meetings with trainee wing representatives, who were once themselves some of the most difficult to manage. Reducing the fear of bullying has had tangible outcomes: trainees are able to engage with the regime and the number of telephone calls from worried parents has significantly reduced. |

| Described as a great communicator and motivator, Harry Mannion has dedicated himself to improving the design of houseblocks to create a safer, more pleasant environment for staff and prisoners. The conversion of Ross House at Cornton Vale instilled a more supportive, caring environment for female prisoners. Subsequent design work in male establishments continued to promote safety and decency and helped to prevent suicide. Innovations included the installation of a water-misting system to suppress cell fires. Harry manages competing demands with commonsense and humour. His exceptional work in difficult circumstances will lay the foundations for houseblock design across the estate. |

| In 2001 Wormwood Scrubs had a very poor reputation arising from incidents of staff violence against prisoners and an unacceptable security audit. The prison has changed radically under Keith's leadership. High staff morale, low levels of staff sickness and greatly improved relationships between staff and prisoners all contribute to a positive culture and approach from staff across all disciplines. The nomination for Keith speaks of his visionary quality, his courage in making difficult decisions, his sense of humour and calmness in a crisis. He has empowered staff to believe in themselves, restoring confidence, pride and a sense of safety which had long been missing. |

| Kevin White's inspirational work with prisoners who misuse drugs combines robust management with personal support. A strong partnership with a range of external agencies ensures an integrated approach to effective resettlement. He personally takes prisoners to a residential therapeutic project on release and supports them through the intensive course. Only 11% fail to complete it. One grateful mother wrote: 'Thanks for …. giving him his life back and me my son'. Kevin's dedication to helping drug-using offenders extends to the community where he works for the Langley House Trust and advises foster carers on the effect of drugs. |

| This dedicated team of Prisoner Custody Officers and Registered Mental Nurse strive to make the court cells and surrounding areas safe and healthy for prisoners, staff and visitors. Regular briefings of staff enable them to spot signs of mental illness or drug-related disorder and potential stress reactions to being in court. Close teamwork has diverted extremes of behaviour and potential incidents. Informal briefings help the team to analyse situations and develop future strategies. 3,000 prisoners who pass through the court each year benefit from the specialist attention they may require. |

| The Storybook Dad project has so far reached 900 prisoners and their families at Dartmoor and 20 other establishments into which Sharon Berry has introduced the scheme. Prisoners are recorded telling a story to their children which is then edited using digital technology with added sound effects. Prisoners learn valuable specialist skills in the editing suites at Dartmoor and other prisons where they are being installed. Sharon has raised over £130,000 for this excellent project which receives overwhelmingly positive feedback from prisoners and their children. |

| A deceptively simple idea from Malcolm Rawlinson has contributed to a much more complex change in attitudes and culture amongst lifers at Gartree. The Personal Portfolio is a dynamic personal statement covering all the prisoner's activities during his sentence to reduce the risk of re-offending and plan for resettlement. This can be examined eventually by lifer panels and parole boards. Separate sections describe achievements in education, work and offending behaviour programmes. The portfolio encourages self-responsibility, drive and innovation. The prisoner who nominated Malcolm commends him for his 'exceptional vision and dedication'. |

| Ken Wardle has a passionate commitment to vulnerable and suicidal prisoners at Cardiff. His primary duty is to identify, assess and support all at-risk prisoners whom he works with individually to set up appropriate support plans to assist recovery. Ken manages the induction landing and a day care service and therapeutic unit delivering a wide range of support, therapy and counselling services. He has written a highly commended 18-chapter suicide prevention policy and achieved a national audit score of 100% for safer custody and suicide prevention, a remarkable achievement for a local prison. |

| About 300 prisoners at Brixton are foreign nationals. Over the last four years Mike Gorman has built up a thriving foreign national programme, successfully integrating this group into the culture of the establishment. Volunteers, embassy officials and local communities have been enlisted to support groups of Irish nationals, Spanish, Portuguese and Italian speakers, and Colombians. Black history discussion groups run weekly and fortnightly Detention Advice Service sessions help those with immigration problems. The number of detainees at Brixton has fallen from 25 to an average of five. This quiet, unassuming man is totally dedicated to supporting this vulnerable group of prisoners. |

| The success of this exciting self-financing greening project lies in the persuasive skills, energy and determination of this small team. Wetherby is the first registered site to deliver Chartered Institute of Waste Management accredited training in a unit which replicates the external working environment. Personal responsibility for specific tasks within the team encourages a strong work ethic. Links with local employers facilitate job opportunities on release. Significant cost savings are made. 106 trainees have so far passed the introduction to waste management course, half also achieving an Institute waste awareness certificate. |

Their personal skills disarm the traditional wariness of prisoners towards an intelligence team and encourage prisoners and their families to discuss problems which they attempt to alleviate. Patient satisfaction is consistently measured and excellent relationships exist between residential staff and link mental health nurses. Progressive health promotion initiatives include a successful smoking cessation programme and a range of alternative therapies. |

| The Inclusive Model of Partnership Against Car Theft is a multi-agency community initiative aimed at engaging persistent offenders committing car crimes against their own communities and diverting them into more socially acceptable behaviour. Accredited programmes of prevention in schools, diversion in the community and intervention in custody are delivered through individual and group work. Based in West Belfast and at Hydebank YOC, the project team required extraordinary skills to involve all social and political groups. Over the last three years some outstanding results have been achieved including a marked decline in car theft. |

| In seven years Guys Marsh Industries has moved from making boxer shorts to ten workshops delivering high quality, high volume products for commercial customers. A replica of a manufacturing unit gives work opportunities to 150 prisoners who achieve accredited work place qualifications and earn wages on an incentive basis to save and send out to their families. Links with ten companies provide real work placements on release. A multi-disciplinary team of highly motivated staff contribute to the extraordinary success of this profitable unit which raised £413,000 last year. |

| A strong team-working ethos is key to the success of this excellent resettlement team comprising prison, probation, Job Centre Plus, NACRO and many other agencies delivering high quality resettlement services for short-term prisoners. These include housing surgeries, a working party of prison staff and accommodation providers, an employers' working group and courses on maintaining and managing family relationships during custody and after release. A creative prisoner resettlement passport containing details of all resettlement work achieved facilitates a seamless sentence through to the next prison or to the community on release. |

| This Director has made a significant contribution to a change of culture in the care of juvenile prisoners in Northern Ireland. He single-handedly wrote and implemented a juvenile policy which trains staff to achieve the right balance between control and care. There has been a significant reduction in self harm, the young men have the confidence and trust to share their anxieties with staff and excellent links have been established with associated services. It is now routine for parents to discuss their difficulties with staff or for staff to mediate successfully between the young men and their families. |

| Hard work and perseverance enabled this exceptional team to develop and achieve accreditation for a Substance Treatment and Offending Programme (STOP) and in the process turn Gartree into a virtual voluntary testing prison. The completion rate of 94% is far in excess of the national average. STOP is a 15-week residential programme covering assessment, treatment and relapse prevention, assisted by complementary therapies and a highly effective peer support network. The STOP programme is being adopted in other establishments and has the potential for much wider dissemination, a tribute to the innovation and dedication of this inspiring team. |

| Bullwood Hall provides a drug rehab programme for adults and young offenders which is unique in the female estate. A multi-disciplinary team offering consistency of approach and mutual support has met the challenging task of delivering this 10-16 week programme. A supervised peer worker system enables successful graduates to support current and potential participants. The 70% completion rate is remarkable and post-course evaluation eloquently describes the difference in the young women's hopes and aspirations: 'The staff were really supportive'; 'I just want to thank you so much: you have helped change me into a better person'. |

The team overcame initial opposition to set up a self-rostering detail which offers flexibility of attendance to unified staff without the need to disrupt the regime. The initiative has had a positive impact on the culture of the establishment: staff sickness has been significantly reduced. The Cardiff team have shared their work/life balance project with 30 other prisons. |

| This team has developed the first Walk-in Centre in the Prison Service, a remarkable achievement in a maximum security prison. An effective in-reach mental health team, an excellent relationship with the Primary Care Trust and improvement from a deficient audit rating to 88% in just a year have given this talented team the confidence to lead the way in delivering nurse-led services on a community model. Consultation with prisoners has influenced the provision of direct access to specialist advice and support. This excellent prison/NHS partnership provides a model for many other establishments. |

| An eloquent nomination from a prisoner describes graphically how the TC at Gartree works by 'enabling men to live their lives without anger and violence, returning them to society better equipped to cope with the challenges life brings'. The only Community dedicated to life-sentence prisoners was set up ten years ago. Its accredited work has contributed significantly to the challenging task of changing a security focused dispersal prison into a lifer main centre focused on rehabilitation. The holistic programme may last for three years and support continues when prisoners return to the main prison and progress through the system. |

| Following a major incident, Keith French and Paul Hayes dedicated themselves to reviewing the safety of cellular vehicles to improve conditions for staff and prisoners travelling to and from court. As a result, many new features have been incorporated into Reliance' new fleet, including relocation of the escort seat and the control panel to minimise the risk of head injuries, upgraded intercom, improved emergency lighting and smoke alarms. These significant improvements to vehicle design will benefit the 120,000 prisoners a year transported by Reliance, benefits which will be shared with all contractors and Prison Service fleet management. |

| The motivational programmes run by Saul and Chris inspire the young men at Swinfen Hall to achieve insight into their own situations and reflect on the impact of their offences on their families and wider society. 556 prisoners have completed a one-day drama workshop during their induction programme. In addition, over 200 prisoners have had the opportunity to test cognitive skills learnt in a challenging but enjoyable three-day drama workshop. A minimal drop-out rate and positive feedback from participants and staff reflect the success of this co-operative, dynamic culture. |

| Danuta Hinde carries out the vital role of maintaining or re-establishing contact between the Ashfield trainees and their families. Her special blend of compassion, patience and mediation skills enables shame and anger to be put on one side whilst family relationships are rebuilt and supported. Danuta visits every young person who comes into Ashfield to offer support. She has overcome many operational hurdles to introduce Dads' Days which encourage trainees who are fathers to bond with their child at special visits. She runs a parenting group and organises ceremonies of achievement for young people to which their families are invited. |

| The enthusiasm and achievements of this team have so permeated staff and prisoners at Morton Hall that the establishment is described as 'recycling mad'. Two stable blocks were rebuilt by female prisoners to house the recycling machinery. Waste kitchen oil is used in tractors, prisoners separate waste on the wings, offices contribute to the recycling and kitchen waste is composted and fed to the worm farm. A biodiversity area has been created with wild flowers and bird boxes and a wildlife census has been conducted by a prisoner. Accredited training for prisoners facilitates employment in the growing waste management industry on release. |

| This group of 21 long-standing volunteers aged up to 80 has won awards for their 'great and valuable service to the community' and excellence in volunteer management. They give selflessly of their time and skills to support families and friends of prisoners visiting The Mount. The anticipated 17,000 visitors a year has risen to 32,000, who are provided with a range of information and practical support. Amongst the many tributes are one from a prisoner: 'Thank you for the patience, advice and polite attitude shown to my family'; and a prisoner's sister: 'I visit my brother more often now …. everybody here has been very caring at all times'. |

| Paul Rowlands has radically overhauled the development and delivery of drug treatment policy and programmes across the West Midlands. His achievements are many: enhancing the delivery of CARATs teams, contributing to the throughcare of over 60% of prisoners; linking with 14 Drug Action Teams to support prisoners returning to the community; working with police and CPS to establish a robust system for deterring drug importation; and raising funds to facilitate health improvement initiatives. Paul has made a major contribution to the fight to keep drugs out of prisons and to the development of treatment for offenders in custody. |

| Helping Other Prisoners In Need is a befriending scheme run by prisoners with staff support. Initial peer support for prisoners with disabilities has mushroomed into wide-ranging help with literacy and housing applications, and vital practical and emotional support on induction. Careful selection and assessment procedures and training, and the engagement of staff throughout the prison, have contributed to the success of the scheme and the reduction in open self-harm records. One of many prisoners supporting this award says: 'at a time when my self-esteem was at such a low ebb, the sense of purpose that helping others has given me is of immeasurable value'. |

| Officer 'Scottie' Storrar is an exceptional officer who combines a caring approach with practical support for women who are particularly damaged and vulnerable. An atmosphere of mutual respect encourages prisoners to take responsibility for themselves and to feel valued. Scottie is described by one prisoner as an 'absolute rock', who does 'more than her job, treating me as an individual and not just another prisoner'. Scottie is an excellent role model for other staff whom she supports when she is on or off duty. Prisoners and staff hold her in high esteem for her 'understanding, selflessness, compassion and decency'. |

| Deborah and Mandy responded imaginatively to the changing population at Leyhill to meet the needs of short- and long-term prisoners. They set up the Prisoner Advice Centre, linking with over 400 service providers to deliver a comprehensive resettlement service. Appointments and drop-in sessions cater for 50 prisoners a day. Prisoners are trained to provide advice and gain much from their involvement: 'The whole experience is …. definitely worthwhile, especially when I'm able to give something to others in need'. Close partnership working amongst staff, prisoners and agencies results in an excellent resettlement model and continuing support in the community. |
